Peterborough City Council offer a variety of free energy and money saving advice and support for those eligible, especially to help over the winter months.

LEAP

LEAP (Local Energy Advice Partnership) is a free energy and money saving advice service.

Green Energy Switch provides the LEAP Home Energy Assessors who carry out a full energy audit of the home. They give energy saving tips and advice to help householders save money on bills. The service also includes:

  • Installation of free and simple energy saving measures – such as LED lightbulbs, draught proofing, letter box brushes, reflective radiator panels, hot water cylinder insulation etc
  • Referrals to Incomemax to carry out income / benefit maximisation checks, bill management advice and debt advice, and connecting to utility companies’ customer support services and charities for residents who are struggling with their bills
  • Referrals onto Government funding streams for larger scale energy efficiency measures for boiler repair, boiler replacement, loft, cavity, external and internal wall and underfloor insulation, solar panels and low carbon technologies

Please note: The Home Energy Advice visits run from August to March every year. In the summer months, a telephone advice and onward referral service to Incomemax and Government grant funding is in place.

Peterborough City Council’s Winter Warmth Funding 2022/23

Funding is available through the cost-of-living crisis for a range of measures to help vulnerable, lower income residents through the winter months.

If you are facing problems with maintaining a warm and comfortable home environment, they may be able to assist with the following measures:

  • Boiler replacements – due to breakdowns / energy inefficiency – including the loan of emergency portable heaters whilst work is on order
  • Boiler repairs up to £500
  • Boiler servicing
  • Installation of Thermostatic Radiator Valves to control room temperatures
  • Smart boiler / heating controls where appropriate
  • Damp proofing
  • Essential repairs linked to electrical and heating issues
  • Electrical upgrades and new installations
  • Double glazing of single glazed door and windows
  • Valves on LPG cylinders to meet new Building Control requirements
  • Dehumidifiers to mitigate condensation damp where appropriate
  • Small energy efficient electrical appliances where appropriate
  • Loft insulation when there is currently less than 100mm of insulation

Most of the measures above are subject to a property survey.

Eligibility criteria
The homeowner must reside in the Peterborough unitary authority area and in receipt of one of the following:

  • Income-related Employment and Support Allowance
  • Income-based Jobseeker’s Allowance
  • Income Support
  • Pension Guarantee Credit
  • Child Tax Credit / Working Tax Credit
  • Universal Credit

Or has a total annual gross household income less than £30,000.

Warmer Homes Scheme

PCC are part of the Warmer Homes Scheme delivering Government funding to improve energy efficiency of homes.

There are two elements to this scheme:

Green Homes Grant

This supports low-income households heated by mains gas to increase the comfort and warmth in their home. Grants of up to £10,000 per property are available to homeowners. Grants of up to £5,000 are available for private rented property, with the landlord contributing at least 33% of the cost. Eligible measures include:

  • Loft, cavity, internal and external wall and under-floor insulation
  • Room in roof insulation
  • Park Home insulation
  • Solar panels
  • Smart heating controls

Home Upgrade Grant (HUG)

This supports low-income households in properties off the gas grid and heated by oil, electric panel or energy inefficient storage heaters, LPG or solid fuel where there is no fixed heating system. Grants of up to £25,000 per property are available to homeowners. Private landlords need to contribute at least 33% of the cost. Eligible measures include:

  • Loft, cavity, internal and external wall and under-floor insulation
  • Room in roof insulation
  • Park Home insulation
  • Air Source Heat Pumps
  • Solar panels
  • Smart heating controls
  • High Heat Retention Storage Heaters
